阿布扎比的Masdar科技学院将在2009年之前雄心勃勃地要建造零——二氧化碳排放、零——废物的城市。他们希望所建造的城市临近他们的学院，把其研究设施、实验室、商店、职员与学生的居住区等改变成无汽车的、紧凑的、无废物和循环利用物的天堂。
他们所期望的城市要达到的最高目标：


——无汽车
——无出租车
——小型街道
——持续的效率最大化
——光电农场
——透明的律法
——全智能化的财产保护系统
